I believe Mr Sanders was the previous occupant.

I think the book describes it as he was "living under the name of Mr. Sanders" and from a kid's point of view that means the sign above the door said Sanders. Hm... I've never read enough to find out who the previous occupant was.

In the book Winnie the Pooh where we are introduced to Pooh we are given the following explanation why he is sometimes called Mr. Sander.
Winnie the Pooh Chapter 1
Winnie the Pooh and Some Bees
Once upon a time, a very long time ago now, about last Friday, Winnie-the-Pooh lived in a forest all by himself under the name of Sanders.
What does "under the name" mean? asked Christopher Robin.
'It means he had the name over the door in gold letters and lived under it.'
The link says there is no real explanation for using the name "Mr. Sanders".
