Yokohama and Osaka vie for the title of second largest Japanese city. Maybe they dispute exactly what is meant by 'second largest' - area, population, whatever?

Yokohama is realistically just a part of the Tokyo metropolis. The second largest metropolis in Japan is Osaka-Kobe-Kyoto. Their suburbs sprawl so far they're all connected into one giant city.

I would not advise you to tell the people of Yokohama that they are "just a part of the Tokyo Metropolis." The city has definite outer limits and, in Japan, is considered the second largest city. Osaka is right behind it and will probably overtake Yokohama if the capital is moved out of Toyko, large numbers of government officials live in Yokohama, and will probably move with the capital.
