Can part of a wheel rolling forward along the ground be not moving? In what circumstances can a wheel be rolling forward but part of the wheel itself be moving backward?

One would think that the point that is in contact with the ground would be stationary, providing it is not sliding, of course.

Yay, Peasy! I thought you'd soon roll out the answer to that part.
Strange but true. When a wheel is rolling forward without slipping, the point in contact with the ground at any instant is stationary.
A wheel on a conveyor belt moving in the opposite direction is likely to be slipping back between bouts of rolling forward. There is an everyday situation where some of a forward rolling wheel is actually moving backwards.
