The World Waterpark in the West Edmonton Mall in Alberta appears to be the largest in the world, or at least the largest in North America.

At 125,000 square feet, the (Wisconsin Dell's) Kalahari's gargantuan indoor water park building is, well, gargantuan. But the Wilderness Resort just up the street boasts 160,000 square feet of water park fun. The difference is that the Wilderness spreads its indoor water parks over three separate locations in its sprawling resort. The Kalahari is the Dells', and America's, champ for having the largest indoor water park under one roof. The North American champ for indoor water parks, however, is the 5-acre World Waterpark at Canada's West Edmonton Mall.

The answer is OCEAN DOME in Japan is the worlds
largest.....

Ocean Dome is known as the world's largest indoor water park (300m-100m-38m), with a retractable roof.
I'm not sure that means it is the largest waterpark in the world, or the largest one with a retractable roof. I don't imagine they all have retractable roofs.
