Devonport is on the east side of New Zealand's North Island which has a reputation for spectacularly beautiful scenery.
I'm not familiar with the song. Could it possibly refer to Devonport, Tasmania? Also a very scenic island.

devonport is across Auckland harbour on the north shore. There is a naval base there and ferries run across to the city a bit like manly ferries or to manhattan island. always a good trip

The Naval Base at Devonport had a lot of young sailors living on Base. their girl friends would catch harbour ferries to visit them... a girl happy in her young sailors company stayed until the last late ferry before she went home.
Seems this song is a happy story of young lovers from the times before the Auckland Harbour Bridge was built.
I remember.................but not here.
Love would have her smiling all the way home.
