Counting from the ground, there are 347 steps to the first level, 674 steps to the second level, and 1710 steps to the small platform on the top of the tower. The public can only climb as far as the second level via the stairways. Public access to the summit is by lift only.

Lift only? really? When I was at the top I wanted to go down the stairs and I saw them but I didn't go because I was with a group, but they didn't seem to be closed off or locked or anything.

Perhaps you're allowed to go down but not up. I daresay that they don't want people risking the long climb to the top if they're likely to have a heart attack or anything. It IS quite high. I walked up to the second stage when I was considerably younger, and it was quite tough! I don't think I would have liked to attempt the climb all the way up.

Yes you can certainly go down the stairs from the top. I went with school when I was 12 and had enough energy then to run all the way down...
