In theory can the conclave elect anybody to be the next pope? If not where are the rules dealing with this laid out?

they have to be younger than 80...that's all I know

In theory, any adult Catholic male can be elected. However, a non-priest would have to be ordained (quickly) and then consecrated. A new Pope does not have to be younger than 80. Only the Cardinal-electors must meet that criterion.
