In theory can the conclave elect anybody to be the next pope? If not where are the rules dealing with this laid out?

In theory, any adult Catholic male can be elected. However, a non-priest would have to be ordained (quickly) and then consecrated. A new Pope does not have to be younger than 80. Only the Cardinal-electors must meet that criterion.

Apparently, in 1958, just before the Conclave that would elect Pope John XXIII, Cardinal Spellman of New York hired a boat, filled it with sheep and sailed up and down the Tiber River in an attempt to show he was the fufillment of a prophecy. What was the prophecy, who (supposedly) made the prophecy, and when was (again, supposedly) the prophecy made?

For some centuries, the monarchs of certain Catholic countries insisted on the right to veto candidates for Cardinal and Pope. At what papal conclave was this veto last exercised and by whom?

While reading about the papal conclave, I encountered an interesting two-word term that can be defined as "a decoy." What is this term and how might it relate to the conclave?
