This one stumped me, but according to my husband the history maven (also known as cobb367), a man named Norton proclaimed himself Emperor of the United States and Protector of Mexico sometime in the mid-19th century. The maven says he lived in California and was regarded rather affectionately there.

Yeah Ianfranco..well done cobb367....Emperor Norton was well liked ,printed his own money that was accepted as legal tender,San Francisco still celebrates Emperor Norton day and there is an Historical society called The Clampers, or E. Clampus Vitas that has a chapter named after the Emperor.
