    What US state's citizens experience the highest busy rate when trying to call the National Cancer Institute?

    		I'm not finding a specific state, but in 1999 the National Cancer Institute acknowledged this problem:

    "The system is experiencing a higher busy signal rate that NCI wishes and efforts are being made to address that problem."

    The NCI has since added a live on-line chat feature which has gone a long way towards problem resolution.
