Starting with a population of wolves and using selective breeding only, within about how many generations could I expect to produce something like a chihuahua?

Do you really want a chihuahua? I don't recommend them. Yappy little things.
This site is suggesting that it would take something like 30-40 generations, and you need some hormonally-challenged wolves to begin with.

Oh, I don't want a chihuahua. This is purely a thought experiment.
Well the answer to question 16 on your interesting site suggests it would take 30 to 40 generations just to create an animal like the domestic dog from wolves. I imagine to create a domestic dog as different in shape as the chihuahua would surely take a few more than that.

I don't doubt it. I was just trying to offer some basic perimeters. But surely, if you're willing to settle for a German Shepherd or even a Lab of some kind, you could probably work it all out within 30 generations.
