In the 13th century, the government of a certain city moved the craftsmen in this field to an isolated spot for safety reasons. By the 16th century, they and their families were legally sequestered lest they reveal their trade secrets. What was the city, what were these artisans creating, and where were they made to live?

Just guessing, but I would conjecture it was the Italian glassblowers of Naples who were moved to the island of Murano.

Indeed, there would not have been much point in moving Neopolitan glass blowers to Murano. In fact, among the secrets the Venetians were trying to protect was mirror-making, since they were producing the highest-quality mirrors in Europe.
You get a yay, potter, though providing a site would have been useful.

Well, excuuuse me for just knowing something off the top of my head! ...grinning, but semi-serious...
And since the glassblowers of Murano were working with glass formulae entirely unknown to the western world at the time, it wasn't only mirrors they were protecting.
