What "unusual" item are London cabbies required to carry by law in their vehicles?

Up until 1979 they were supposed to carry a bail of hay and a bag of oats! By law.

Thats it Tamarind_Ja. I've heard there were conflicts in the early days of motorized taxis and they were required to cary them for the horse drawn taxis. And as tradition they still do, but the bales are only a few inches now as the law didn't state sizes.
