    What democratic process is banned under the German constitution, because of its abuse by the Nazis?

    		Referendums are banned in Germany, _except_ for changes to state boundaries and mergers between states (Länder), where a qualified majority is required on a specified minimum turn-out. (I think it something like a 60% majority on a 60% turnout, but I could be wrong).
