Well, Dubya did double the presidential salary from $200,000 to $400,000 annually (that's while he's trying to cut taxes AND spend more money battling terrorism). Is there any logic to this?
Could a US president have the presidential salary reduced?

Only if he/she could get Congress to agree to it, and I can't imagine why the members would do so. Such a move would put pressure on them to reduce their own salaries.
I believe it was Clinton who signed the legislation increasing the presidential salary to $400,000, but the raise didn't apply to him. A sitting President is not eligible for an increase.
