When and where did the first fish and chip shop open in England and when did fish and chip shops become widespread in Britain?

According to this site, the first shop was either opened in London in 1860, or in Mossley, near Oldham, in 1863. The site seems to suggest that such shops became generally popular from the 1860's on, but that's not entirely clear.
