    This has got to be Edward Hyde, Lord Cornbury, 3rd Earl of Clarendon (1661-1723). He was governor of New York and New Jersey in the very early 18th century, was accused of being a crossdresser, and is said to have delivered a "panegyric" on his wife's ears.
