After WWI, which country was still at war with Germany until 1987?

Andorra.
Andorra and Germany had neglected to sign a document to say they were officially at peace with one another after the war. Even though there was no fighting, there was a bit of a giggle on both sides afterwards.

Andorra and Germany signed a treaty in 1939, not 1987, a couple of weeks or so after the second war broke out (and I think Andorra stayed neutral in that one, like Spain was (officially, at least)). http://timelines.ws/countries/GERM1939_1944.HTML

The treaty that was signed in 1939 was not a peace treaty, it was a treaty to say they would not invade one another, no armistice/peace treaty was signed until 1987
