When the Soviet forces reached Romania in August 1944 a group of senior generals acting together with King Michael overthrew the "Conducator" Ion Antonescu and sued for peace. However, the Soviet Union didn't let Romania get off that lightly. As part of the deal they required Romania to switch to the Allied side. As far as I'm aware, this meant in practice that Romania had to provide, at least in the first instance, 60,000 politically reliable troops.
