Neither country was actually a member of the Axis, but there were pro-Nazi factions in both countries. See the link provided by gmack in question #57914. It provides a useful starting-point.

In a lot of the Arab world (which includes Iraq but not really Iran), the people were generally uncomfortable with what they thought to be a problem of Jews occupying the Middle East (there had already been several waves of Jewish immigration to Palestine then). The Arabs figured if Hitler could take control of Palestine, that problem would go away. The British, who at the time did control most of the Mid-East, maintained a strict rule of having an identical number of Jews and Arabs in their army, for the purpose of excercizing "fair play" as they called it. And this rule was maintained at least until the formation of the Jewish Brigade in 1944.
