Why are sardines available only in cans, not fresh in a fish market?

Now you're talking riotgrrl.
There is no such fish as a sardine. An international standard for canned sardines was developed by the Codex Alimentarius Commission. For practical purposes the commission let every country establish its own definition of what constitutes a sardine and listed twenty one different species as possible sardines!

They have them here at the bait shop in Brookings Oregon.Fresh frozen and preserved. They don't even smell like chicken.

Because they are bait they might be able to get away with calling them sardines.
