    The idea is the same with people wearing hats in the sun - the sun doesn't directly hit the skin and hair. Bedouins (men and women) often dress up in what one might think is an insane number of layers upon layers even in the middle of a heat wave, yet somehow they are fine and can still work and drink their strong coffee.

    hidden under the burka is a small fan which cools them.I lived in Saudi arabia and when we were in the desert an Egyptian woman took off her burka to relax in western clothing.Would have been flogged if caught, but she didn't like wearing it

    There's also the colour. Black clothing absorbs sunlight but also absorbs body heat. If the clothing is loose-fitting and if there is a slight breeze, the heat will be carried by convection quicker than it is absorbed keeping the wearer cooler.
