0.146393512 derived as follows
117.15 / 1.065 (1 plus the tax rate) = 110 (the untaxed principle)
117.15 - 110 - 17.15 (the tax)
117.15 / 17.15 = 6.83090379
Taking the reciprocal of this answer
1 / 6.83090379 = 0.146393512
test: 117.15 X 0.146393512 = 17.14999999 (approximately the taxed amount)
