According to the New Shell Book of Firsts, it was the USA.
The first postcard was copyrighted by John P. Charlton of Philadelphia in 1861. The rights were acquired by Hyman L. Lipman, whose cards remained on sale until the issue of official US Post Office cards in 1873.
The first official prepaid cards were issued by the Austrian postal authorities on October 1, 1869.
The first picture postcards were published in Zurich, Switzerland, in 1872.
