Is there any particular reason that it is not the done thing to leave a tip at the end of a meal in an Icelandic restaurant?

Any reason why there's that rotating slitted vent thing atop some urban air pipes? Is there any reason in particular why an abnormally large number of the presidents of the US hail from the state of Virginia? (8/43, I think!) Was Queen Victoria's famous quote "We are not amused" said about any one particular thing or was it something she said frequently? I was at a Brazilian restaurant and had this particular item, it was wrapped in a type of inedible leaflike item wrapped and tied by a string, inside was a type of possible rice, corn mixture, it was whitish yellow, not sure exactly what it was, but it tasted all right, anyone have any idea what this was?
