What other "tricolour" had, until 1937, the same rights as "national flag of the Netherlands" as the present red-white-and-blue Dutch flag?

Yes indeed. More on this at the official website of the Dutch foreign office http://www.minbuza.nl where they have an item on the Dutch Flag and Coat of Arms. The Dutch themselves usually call that flag oranje-blanje-bleu or if they are in a French mood: orange-blanche-bleu.
In 1937 a Royal Decree laid down the red, white and blue colours as the national flag and technically described the heraldic colours as having to be bright vermilion, white and cobalt blue.
