Why do smokers often "pack" a new pack of cigarettes?

It makes the tobacco burn more evenly, the cigarette draws better and it's less likely a 'live' ash will fall from the end and burn something

Forgive me, but -- what does that mean, "to pack"?

Tamping is perhaps a more descriptive word, similar to a pipe smoker's ritual of pushing the tobacco down to burn at it's best. Taking the whole pack of smokes and smacking it against something to shift the material closer together. Some smokers prefer to do it individually with each cigarette.

It's just compacting the tobacco in the cigarette. I've never heard it called tamping but the definition fits.
