That site is a poll of artists rather than a sign of commercial success.
It turns out "Blowin' in the Wind" was put on "Freewheelin' Bob Dylan" without being released as a single.
As no Dylan song reached #1 in the UK or US, his biggest commercial hits were probably as a songwriter. Surely the top candidates are:
"Knocking On Heaven's Door" - A minor hit for Eric Clapton, a bigger hit for Guns N' Roses (#2 in the UK) and a big UK hit for Dunblane (a charity version which reached #1)
"Mr Tambourine Man" - A big #1 hit for The Byrds in the UK and the US.
