Just heard on the news a lab in Switzerland has found a way to make light travel faster or slower than the speed of light or even stop, any truth to this?

Would the "general theory of relativity" be applicable to "faster than speed of light travel"? If we tie a light oxygen tank to a bird so that it can breathe on the moon, would the bird fly faster, slower, or the same speed as it does on earth (Remember there is less gravity on the moon)?
