In an average motor car, in what circumstances is driving with the windows open less economical than driving with the windows shut and the air conditioning on?

on the highway, the added wind resistance of having the windows open, negates the amount of gas used by the air conditioner.

You have the gist of why but according to what I read recently, it isn't true at all speeds.

So that means you have to be going at least a certain speed?

I wasn't sure of the speed, but I think it's 45 mph, when wind resistance negates the fuel used by the a.c.,also on the subject of mpg, wind resistance goes up exponentially with speed.
