Which Asian tributary is noted for flowing north for about half the year and flowing south for the rest? Why does it do this?

The Tonle Sap (or Sab) River a tributary of the Mekong River. During the rainy season when the level of the Mekong River rises water flows out of the Mekong and into Tonle Sap (the great lake). During the dry season water flows out of the lake and into the Mekong.
