The lines that run from the north pole to the south pole, and separate the earth into 24 time zones are the lines of Longitude. They start at Greenwhich, England, with that city being 0 degrees GMT (or Greenwhich Mean Time) and they move east with the sun. Let's say that it's noon in London. Since the sun moves from east to west, then each point west of the UK (Like the USA) will be earlier in the day, because the sun hasn't reached us yet. Those are called negative (-) times zones. If there are 8 hours difference, or time zones, between London and California, then it is only 4 am in LA when it is noon in London, or you can express that as -8 hours from GMT. If you go east from London to say, France, then the time difference is + hours from London because the sun has already passed France on its way west. So it would be 1 pm in the afternoon in Paris, when it is noon in London.

Lines that are drawn east to west are lines of latitude.
