This author requested in his last wishes that his unfinished epic must not be published because of unsightly errors that needed fixing. A powerful Head of State superceded this request and it went ahead. What is the name of this compilation, whose works are they modelled on, and what common phrase is the author said to have once coined?

Virgil requested that his unfinished "Aeneid" be burned after his death, but Augustus had it published anyway. The poem was, of course, modeled on Homer.
And I'd best post this quickly, because "tempus fugit."
