    		I think it is the number of crosses allowed on their graves.

    		I believe beth is right. As far as I know, anyone may baptize, but only bishops may confirm and ordain. The remaining sacraments are Communion, Marriage, Reconciliation (that is, Confession and Absolution), and Unction -- the Sacrament of the Sick.
