In which country do people on average tend to talk the loudest and on which country does the average person speak most quietly?

People in Africa tend to speak very loudly. In Zimbabwe they are very loud. Supposedly if they speak quietly others will think they are being spoken about so the tendency is to shout so everyone can hear the conversation. On the other hand I tend to whisper in case someone is trying to over hear especially when discussing something contoversial. One never knows when the dreaded C.I.O. will have spies listening.
