Nero Claudius Drusus Germanicus
(AD 15 - AD68).
The Great fire of Rome erupted in 64 AD.
Nero was famously to have 'fiddled while Rome burned'. This expression however appears to have its roots in the 17th century (Romans didn't know the fiddle).

Nero stood on the private stage in his palace and extemporized verses comparing the present disaster to the Fall of Troy, accompanying himself on the lyre, while he watched the fire burn from a safe distance at his villa on the Quirinal Hill
