The character must be Sweeney Todd, the "demon barber" of Fleet Street, who murdered his customers and sold the bodies to a neighbouring pie-maker.
The TV series was "The Sweeney."
The police unit was the Flying Squad ("Sweeney Todd" in rhyming slang) of the Metropolitan Police. Apparently its name was changed in 1978 to the Central Robbery Squad (I never knew that till now).

Yay, TT! Ahh, the brown cars, the kipper ties, the hard drinking, excessive violence, gratuitous womanising and the macho lingo:
"Shut it!", "Drink up, George. This could get a bit tasty" and of course "Get yer trousers on, you're nicked".
They even had Morecombe and Wise in one episode.
I don't know if the publicity provided by the series led to the force's name change.
