I believe you are referring to 'mutts', however the term for a cat is a moggy. I do like the dishevelled prostitute conection though...

I have heard, non full breed cats, usually called by their appearance: short hair, long hair, tiger, calico, etc.

"Moggy" isn't used in the U.S. If you're asked what breed your cat is and you haven't the slightest idea, you may just say that he or she is an ordinary "alley cat". That covers many possibilities.
Of course, you could come up with something exotic, such as "A Short-hair Gatto Vialetto Americano."
