Abba have granted Madonna permission to sample "Gimme Gimme Gimme", which the BBC news says is only the second time Abba have granted permission for another artist to use their work. When and to whom was the first time they gave such permission?

They allowed the Fugees to sample Name of the game.
They used it on a track called Rumble in the jungle.

A famous attempt to use Abba samples without permission was made by those anti-music industry menaces, the KLF, in 1987.
Their album sampled "Dancing Queen". When the courts ordered the group to destroy all remaining copies they set fire to them in a Swedish longboat at 3am.
The KLF then released the album without the offending samples and instructions on how to recreate the original. They later commemorated the burning with a song called "3AM Eternal" which was a UK #1 and a US #5 hit.
