The United States has not formally declared war since 1941, however since then the US has been involved in many extensive military conficts - Korean War, Vietnam War, Desert Storm, Iraqi Freedom, etc. What necessitates a formal US War Declaration?

It's probably fair to say that, in general, a nation declares war when the-powers-that-be consider that the national interest has been threatened, whether or not that threat has taken the form of a military attack.
