Who was the last first born son of a British monarch not be made the Prince of Wales and why was he not given this honor?

Well, if you want the last first-born son who was not created Prince of Wales though alive while his parent was monarch, that appears to be Edward VI, son of Henry VIII. (I have no idea why he wasn't named Prince of Wales and couldn't find a site that explained.)
If you're willing to accept a first-born son who predeceased a father who later became King, then Prince Albert Victor, son of Edward VII, qualifies. Owing to Prince Albert's early death, his younger brother was eventually created Prince of Wales and later became George V.
Of course, in various places in the royal fmaily tree, there may be some first-born sons who didn't survive infancy or childhood and thus never had a chance to be designated Prince of Wales. And certain kings (such as Charles II and William IV) had armies of children but none born in wedlock.
