Supposedly in 1908 and accidentally, by an American importer named Thomas Sullivan. I wouldn't be terribly surprised, however, to learn that some people had been improvising with cloth bags much earlier:

It's OK! He had sent samples of his tea out to customers packaged in silk bags. His customers put the entire bags into the pot, thinking that was what Sullivan had intended.
