    That was David Rice Atchison, supposedly (though this is disputed) President of the United States for one day in 1849:

    The record shows that Atchison spent most of his presidency asleep.

    Al Gore once made a joke about how at the 1st Clinton inauguration, an opera singer went a little too long with her aria and Clinton took the oath of office five minutes too late. Gore (who had taken his oath) liked to joke about how "the Gore administration will be remembered as a time of peace..."
