In most states with a state income tax, employers are required to withhold both federal and state tax from an employee's wages. If they find they have overpaid, a refund is issued when they file their individual tax returns.

In particular I was wondering about those persons who work in one state, but live in another; eg, where someone lives close to a State border and travels across it daily to work. Would they pay State tax in both States or just in the one where they work?

Usually the adjoining states have "tax treaties" so conditions vary. But the taxpayer will never pay a "double tax". You usually get a credit in your state of residence for the tax paid in the state that you are employed. The state of residence, in effect, will only tax you for income earned in the state - interest, dividends, etc. (I am an Accountant, and gave the shortest simple reply that I could.)
