What species had the smallest maximum number of members even when it was at its most common?

Do you mean population, or numbers of different animals in that species, such as Lemurs - number of living lemurs, or numbers of types of lemurs?

I presume the questioner is imagining that the population of a species changes over time and is wandering what the lowest value the maximum population of any species has had.
But as it is well nigh impossible to monitor the population of a whole species precisely over a long period of time, how would anyone know?

I was thinking of things like the fish that are only found in one desert waterhole or the seabirds that only breed on one small island.
