I understood it was Lincoln. He made it the Last Thursday of the month and FDR revised it and made it the fourth Thursday in November. (Giving more time for retailers for the Christmas holiday.)

Every president since FDR has made Thanksgiving a holiday. It is not a standard federal holiday and the president has to declare it annually via executive order.
