What are the official rules governing alphabetizing titles such as "1776" and "32 Steps"?

"Numbers may be part of a title. In this case, all numbers are arranged as if they were spelled out as spoken in the language of the title."
So... "32 Steps" would be alphabetized as "Thirty-two Steps"...
Have to admit, though, that I don't know if "1776" would be "Seventeen-seventy-six" or "One thousand seven hundred seventy-six"... *grin*

The Chicago Manual of Style says 1776 is alphabetized as seventeen seventy-six. They also note that some computer index programs will group all numbers at the beginning, so that sometimes you will see numbers grouped at the beginning in numerical order, preceding alphabetical entries. This latter method seems to be common in video stores that alphabetize their displays.
