Actually, in the terms of your question, she never did. Monarchs in Scotland rule over the people rather than the land. That's why she was called "Queen of Scots" and not "Queen of Scotland." Likewise, the are addressed by the honourific "Your Grace" rather than "Your Majesty." This differs greatly from England where Elizabeth I was "Queen of England," not "Queen of the English."
