    At the end of World War II did the USSR and Germany sign a formal peace treaty?

    On May 8, 1945 General Alfred Jodl signed the unconditional surrender documents for all German forces to the Allies. The next day shortly before midnight, German officials signed a similar document , explicitly surrendering to the Soviet Union, in the prescence of General Georgi Zhukov.

    These documents were instruments of unconditional surrender and a cessation of hostilities. As a treaty would imply a meeting of the minds, no formal peace treaty was ever signed.

    The agreement of 12 September 1990 between the Allies and the two German states (ratified again after re-unification) was to all practical intents and purposes a peace treaty and is often referred to as such - and yes, there was even a meeting of minds.

    Part of the agreement was that in view of re-unification, Germany accepted that any question of enlarging its territory beyond the united Germany was not a subject that it could not place (or cause to be placed) on any international agenda. Germany regained full sovereignty in March, 1991.

    Obviously, it's most unusual for such a long time to elapse between the end of fighting and the signing of a peace treaty.

    As a kind of interim measure, in 1947(?) the four Allies issued a statement to the effect that they were no longer at war with Germany.

    The main reason for the delay was the fact that the division of Germany lay as the heart of the Cold War.
