In 1775, the Continental Congress issued paper money to finance the Revolutionary War, but officially as the Federal government, it was in 1861 when Congress authorized the U.S. Treasury to issue paper money for the first time. These were called 'Demand Notes' and were replaced by 'U.S. Notes' the following year.
