Looking through old issues of the Incredible Hulk, I notice many of the issues he is gray, and many he is green, why the difference?

Because Stan Lee wanted a scary, non-used color. He switched to green because Stan decided a different, not-so-boring color. In the comics Hulk is dosed with extra radiation, which made him change colors.

It appears that "The Hulk" was originally grey, but technical difficulties made it difficult to maintain a consistent shade of grey so they changed him to green instead.
In 1986, when things had advanced a little, they changed him back to his intended grey but fans were now used to the green so he was changed again in 1991.
